Without repeating the speech I made to this Authority two years ago when a decision was taken to reduce the crew numbers to initially to 3 but then allowing officers to bring options for 2 through the Fire Cover Review.
We have been against cuts to crew numbers and against the introduction of TRVs from the start
We have been constantly pushing for a proposal to come before the Authority that can settle a vote for four firefighters on each engine. And members will note my proposal at the last Fire Authority meeting which fell unsupported, however I am obviously pleased that today we can make a positive decision.
As Leader of the Labour Group I wrote to all North Yorks MPs with changes to their stations earlier this year and whilst only half responded, they were all in favour of a reversal of the Fire Cover Review crewing element.
We believe the Integrated Risk Management Plan can run until 2021 with the amendments arising from todays decision to crew day-crewed stations with four firefighters.
Wait for more analysis in February’s budget but What we will not accept is a rush to remove appliances from stations and communities or the closure of fire stations.
The first meeting I attended of this Authority I raised the issue of RDS availability and I still believe this issue has not taken any meaningful steps forward.
I have spoken many times about the moral implications for staff of a TRV attending a house fire as the first attender unable to safely mobilise breathing apparatus.
From 2013 to 2016 we have seen massive five times increase in cover moves / redeployments, in 2013 there were a total of 196 redeployments but in 2016 that figure is 1034, which to me shows there is a growing problem with a appliance availability to which the solution is the recruitment of wholetime firefighters.
We support the recommendations set out in the agenda item to crew day crewed stations with four staff and endorse Option One and leave the day crewed TRVs at the day crewed stations.
We sincerely hope that this proposal receives full unanimous support from across the Authority.
